4. Purchase Plans
EU Procurement Directives require us to publish an annual PIN. William Sutton Homes work to try and publish this in January/February of each year to provide details of the estimated value of services to be procured throughout the year. The annual PIN is not an invitation to express an interest in any specific contract, this will be undertaken through the use of individual notices at a later date. The aim is to alert prospective bidders of forthcoming contracts only.
5. Purchasing Policy
We aims to purchase goods and services through competitive tenders wherever possible in line with the relevant legal requirements. William SuttonHomes aim is to achieve value for money, to achieve this we will consider the best solution comprising a combination of quality and whole life costing.
Where we are purchasing low value items we will invite written quotations from a number of suppliers where we are purchasing high value goods and services we will issue formal tenders.
Where prospective tenders exceed EU limits tenders will be issued in accordance with EU Procurement Directives. Where WSHA is letting such contracts we will publish a contract notice in Contrax Weekly. The publication of the notice will permit potential suppliers to express an interest.
William Sutton Homes will advise potential bidders that they will not be invited to tender if prospective bidders do not send all of the information requested in each of the individual contract notices.
6. Purchasing Procedures
We adopt the following procedure when inviting potential suppliers to tender.
i. Pre qualification process – this may be applied where there are a large number of responses to an individual contract notice , as the EU restricted procedure.
ii. Invitation to tender – this incorporates the specification, and the outputs and objectives of the tender, together with the tender response procedure, establishes the evaluation criteria and ensures that all tenderers are provided with identical information.
iii. Evaluation of tenders – All tenders which are completed and returned in accordance with the tender instructions will be evaluated against identical criteria as detailed in the tender instruction pack.
iv. Terms and conditions – William Sutton Homes will work with short listed suppliers to agree contractual terms and conditions.
v. Tenderer interviews – William Sutton Homes may from time to time interview potential tenderers for a specific contract, if so this will may be made clear in the tender instructions.
It is important to note that potential tenderers must adhere to all of the tender procedures as detailed in the tender. Failure to adhere to the procedures may result in the tender being rejected.
